About the Journal

Focus and Scope

Computer System Networking and Telecommunications is an Open Access and peer-reviewed journal that is committed to the timely publication of high-quality papers that advance the state-of-the-art research in the most important areas of information technology that are computer systems, networks, and telecommunications. The journal publishes articles, both theoretical and practical, investigating computer systems, networks and telecommunications. Submission of original research, and focused review articles, is welcomed from both academic and commercial communities. The scope of this journal includes computer and network security, computer information and communications, cloud and fog computing, mobile computing systems, inter-vehicular networks, the Internet of Things, multimedia processing, simulation of telecommunications, online social networks, big data search and mining, etc.

Our aim is to publish high-quality original research results derived from theoretical or experimental exploration of the area of computer systems, networks, and telecommunications, covering all sorts of information transport networks over all sorts of physical layer technologies, both wireline and wireless, or hybrids of these. The journal welcomes applied contributions reporting on novel experiences and experiments with actual/real systems.

  • Network types: Chip-scale to global telecom to interplanetary, networks-on-chip, high-speed intra-system interconnection networks, backbone and access telecom networks, logical and overlay networks, mobile telecom networks, wireless local area networks, ad hoc and mesh wireless networks, inter-vehicular networks, etc.
  • Networking aspects: architecture and design (including algorithms for network resource allocation/scheduling, load balancing, fault resilience, routing, traffic engineering, modeling, performance analysis and optimization), protocols (including formal methods for the verification, testing, and conversion of communication protocols), network software (including middleware, libraries, software architecture and applications), network hardware (including novel hardware architectures, network devices, and their usage), operations and management (including network planning, evolution, reliability, and durability/survivability), measurements (including insights gained from operational networks and network tomography), and security (including network intrusion detection and control of the spread of malicious software).
  • Application domains: telephony (circuit and packet, voice and video), all applications traditionally associated with world-wide packet networks (file transfer, email, World Wide Web, streaming video, etc.), storage and data centers, cloud and fog computing, peer-to-peer file sharing, cyber-physical systems (including distributed sensing, function computation over networks, and control over networks), large-scale social network analysis, etc.

Manuscripts submitted to this journal should illustrate research results, surveying works and industrial experiences that describe significant advances in the Computer Systems, Networks & Telecommunications.

Peer Review Process

All manuscripts submitted to Whioce Publishing Pte. Ltd. will follow the following procedure:

  1. Initial submission are reviewed by in-house editors to ensure adherence to journal policies
  2. Editor-in-chief decides on the manuscript to be sent out for review process and assigns the manuscript to one of the editors according to the particular topic.
  3. Editor assigns reviewers from inside the editorial board or outside depending on the topic.
  4. After evaluations by the reviewers have been received, the editor-in-chief makes one of the following recommendations: accept, minor revision, major revision, reject and resubmit, and reject. Unless otherwise requested by the Editor-in-Chief, the following time frames will be used.
  5. If decision is “minor revision”, the authors have 4 weeks to resubmit the revised manuscript.
  6. If decision is “major revision”, the authors have 2 months to resubmit the revised manuscript.
  7. Upon resubmission, the same procedure is applied as for the initial submission.
  8. Authors may appeal for a rejected submission. Appeal requests must be made in writing to editorial@whioce.com with detailed reasons for the appeal and point by point responses to the reviewer’s remarks. Decisions on appeals are final without exception.
  9. For all manuscripts accepted for publication, the peer review process will be deemed to be completed. The manuscript will proceed to be copyedited, layout edited and proofread before being published online.
Note: You may suggest up to four academically qualified reviewers for consideration. Please insert the current contact details of the reviewer and state the reason(s) for recommendation under the "Comments for the Editor" section. However, please take note that the Editorial team strives to ensure the peer review process is fair and unbiased and hence, there is no guarantee that a recommended reviewer will be approached to perform the peer review.

Supporting Information

Authors are expected to have minimal amount of post-acquisition processing of data. In case of processing, alterations must be applied to the entire image (e.g., brightness, contrast, color balance). Any kind of alteration if being done has to be clearly stated in the figure legend and in the Materials and Methods section. Grouping of data (e.g., cropping of images of removal of lanes from gels and bolts) must be made apparent and should be explicitly indicated in the appropriate figure legends. Data comparisons should only be made from comparative experiments, and individual data should not be utilized across multiple figures. If inappropriate image/data manipulation is identified after publication, we reserve the right to ask for the original data and, if that is not satisfactory, to issue a correction or retract the paper as appropriate.
